U.S. Representative Kathy Castor and other officials were at the groundbreaking ceremony Monday, March 21 at the Encore District, site of the former Central Park Village. The building, "The Ella," is the first residential piece of the new community to be constructed. "Ella," is being built with the money from the Neighborhood Stabilization Program among other sources.
